Free Toilets for Low-Income Homeowners

This program provides low income renters and homeowners with water saving toilets.

Welcome to the application for the Seattle Public Utilities Free Toilet Program!
 

The Free Toilet Program offers free water-saving toilets for qualifying homeowners. Renters in single family homes may participate with landlord permission.
 

By replacing an older toilet with a new, water efficient toilet, you could save up to $300 per year on utility bills.
 

What’s included in this program?

  • Up to two free toilets per household
  • Free toilet installation
  • Free removal and recycling of your old toilet

We will ask you a few questions about your income, current toilets, and utility service. These questions help us determine if you might be able to get a free toilet.

Does your home receive water provided by Seattle Public Utilities?

You automatically qualify for this program if you are currently enrolled in the Utility Discount Program (UDP). If you are not currently enrolled, we will ask you a few additional questions to see if you qualify.

Are you currently enrolled in the Utility Discount Program?

You can check your Seattle City Light bill to determine if you are enrolled in the Utility Discount Program. If you are not enrolled, please visit https://www.seattle.gov/human-services/services-and-programs/utility-discount-program to learn more and apply for a 60% discount on your utility bill.
